It is official since June 8, 2022: the European Parliament has voted in favor (339 in favor, 249 against and 24 abstentions) to follow the recommendations of the European Commission of ban from 2035 selling new cars with internal combustion engine.

We will have to wait until June 28 to know the position of the different Member States in this regard, when it could be something definitive.

Meanwhile, some Italian MEPs have managed to get an amendment included that would allow small sports car brands, like there are so many in Italy, to continue selling cars with internal combustion engines. It is known as “ferrari amendment“.

What is the Ferrari amendment? This amendment would allow manufacturers selling less than 10,000 new cars a year to have a moratorium. In principle, the text would essentially affect luxury brands, such as the homonymous manufacturer or its great rival Lamborghini.

Specifically, the amendment allows two categories of manufacturers to continue selling cars with gasoline engines beyond 2035. The first includes brands that sell less than 10,000 cars a year, but also manufacturers of light commercial vehicles and emergency vehicles. and assistance. The second class includes brands with an annual production of less than 1,000 cars.

In the first category, it would be allowed to continue selling cars with gasoline engines until 2036. After that, they will no longer be able to sell vehicles with internal combustion engines. It is nothing more than a one-year moratorium that concerns a small number of manufacturers.

British brands would be the most favored by that amendment. Although the amendment has been included at the request of Italian deputies with the aim of safeguarding the industry of their country, that of Ferrari, Lamborghini and Pagani, those who could benefit most from the amendment would be the British. Just now that they are not part of the EU.

Most of the luxury manufacturers with small runs of less than 10,000 cars are in the UK. Aston Martin, Rolls-Royce, Morgan and Caterham to name the most famous all sell less than 10,000 cars a year and could use that exception. Obviously they would not be the only ones, the Swedish Koenigsegg or the French Bugatti too.

Ferrari, curiously, could not take advantage of are amendment, because in 2019 and 2021 it sold more than 10,000 cars a year (11,155 cars in 2021). It could take advantage of that amendment if it voluntarily reduces its production, which would allow it to sell its even more expensive new cars until then, since they would be even more exclusive. In any case, in 2036 it should go electric like the rest of the manufacturers. And in fact, it is preparing that transition like most manufacturers.

However, for the second category, that of manufacturers of less than 1,000 cars per year, the exemption would be maintained beyond 2036. After all, they are considered by the European Commission to be little more than artisans, whose volume is a drop of water in the ocean of the nearly 10 million new cars a year that are sold in the European Union. Brands like Morgan, Koenigsegg, Bugatti or Pagani would be the main beneficiaries of this amendment.

Will that amendment change anything? Probably not. For those who sell between 1,000 and 10,000 cars a year, it only leaves them one more year to sell the stock they may have left or sell some special series at a gold price, whose units will go directly to private collections without stepping on the road. But in the end, those manufacturers will have to have an electric range, either battery or fuel cell.

As for those who sell less than 1,000 cars a year, it’s not going to change their lives either. If these brands have not yet taken the step towards the electric transition, it is because their customers do not want to buy electric cars from them. Morgan and Rolls-Royce have unsuccessfully tested their clientele with several concept cars, but if the response from the press was positive, that of their customers was not.

However, in a sea of ​​electric cars and in which gas stations will gradually stop distributing fuel to have charging points, its production will be even more limited and in the end reserved for use on the circuit. That is why Rolls-Royce, for example, has already warned that will sell electric cars. They will have no other.

The text on the ban on gasoline and diesel cars in the EU in 2035 still has one last step left before becoming a European regulation: validation by the governments of the Member States. The environment ministers of the member countries are scheduled to meet on June 28 to vote for or against.
